• Keystone STARS is a program that we participate in that is a Pennsylvania program to improve quality child care. The program provides Standards, Training, Assistance, Resources, and Support (STARS). It is to continue improvement and recognize achievement by child care providers. STARS is a voluntary program and exceeds state health and safety certification requirements developed by DPW.
